A quick definition

When you choose self-directed services, you become the boss. You hire the people who help you, decide when they work and shape the care you receive. But behind every great boss is a great bookkeeper. That’s the role of a Financial Management Service (FMS) provider. An FMS provider is a neutral, IRS-approved entity that  manages administrative responsibilities such as documentation, payroll and tax compliance—allowing you to focus on living your life.

Maxim FMS at a glance

  • Legal entity: Maxim Healthcare Financial Management Services, LLC
  • Role: Acts as a Fiscal/Employer Agent (F/EA) processing payroll and taxes for self-directed participants.

Local presence

We maintain on-the-ground community support teams instead of “remote-only” phone centers.

Weekly payroll accuracy

We pay weekly, not bi-weekly, because timely pay helps attract and keep great workers.

Maxim FMS pairs national resources with local know-how, so whether your program is in Kansas, California, or beyond, you’ll have both the muscle and the personal touch you need to succeed.

Who can help you self-direct?

Self‑direction doesn’t mean you’re alone. We empower compassionate care teams, directed by you.

Service Designated Representative (optional)

If you’d like help, a trusted unpaid person (not your worker) can assist you with tasks and decision‑making.

MCO Care Coordinator

Introduces you to self‑direction, adds it to your person‑centered plan, helps with paperwork and checks in regularly.

Financial Management Services (FMS) Provider

Your administrative partner guides hiring, manages payroll and taxes, processes background checks, helps with EVV (Electronic Visit Verification) and provides training and support for your employer role.

Centers for Independent Living (CILs)

Free, nonprofit support run by people with disabilities who can offer guidance and advocacy.

FMS = your administrative partner

Think of an FMS as your back-office team. We:

  • Pay your workers accurately and on time.
  • Withhold, file, and deposit all federal, state, and local taxes, no spreadsheets required.
  • Process Electronic Visit Verification (EVV) records so each shift is documented and approved.
  • Track your individual budget and send easy-to-read summaries each month.

How we support you

By shifting the red tape to us, you gain:

  • More time with friends, family, and your community.
  • Less stress about due dates, signatures, or surprise tax letters.
  • Clear insight into how your service dollars are being spent, without burying you in forms.

How we work with others

Self-direction is a team sport. We facilitate work with everyone involved, including:

Case Manager / Support Coordinator

We send required budget and EVV reports so they can be sure services meet your goals.

Support Broker (in some states)

We share payroll and spending data that help them coach you on hiring and scheduling.

Representative (friend or family member you appoint)

If you’d like someone else to handle employer tasks, we treat that person as our primary
contact.

Is an FMS the same as a home-care agency?

No. In a traditional agency, the agency is the employer and decides who works, when, and how. Under self-direction, you (or your representative) are the employer – the FMS makes sure the paychecks, taxes, and reports flow correctly. That means you keep full choice and control, without drowning in paperwork.
